With barely a day left for the Centre's ban on employing children as domestic servants in non-hazardous industries, to come into force, social activists say that the state labour department has not done much to spread awareness about the issue. They also allege that the state government does not have any rehabilitation plan for the children who will be rendered jobless, once the ban comes into force. According to the labour department, there are 1,800 child labourers in Vadodara alone, while Surat has over 8,000, even as NGOs say that the figure is much more. On July 10, the Union labour ministry had issued a notification prohibiting employment of children in hospitality and recreation centres and as domestic servants. The fact that there is no rehabilitation plan for those children, who may be rendered jobless after October 10, would actually make the Act ineffective.

"There is no specific rehabilitation plan for the children," admits an official in the state labour department. In such a situation, there are chances that they will return to their employer. Additional commissioner, labour, PK Vasavda, however, says, "We will be holding rallies in all the major districts of the state and will prepare banners to spread awareness against child labour. We have already initiated a drive against those employing children in their units and have rescued 12 children."
But social activists differ. They say that mere awareness campaigns would not help. "A concerted effort is essential to ensure that children are not employed," says Manoj Chouhan of World Vision that works for rehabilitation of downtrodden children in the state

A survey was conducted recently by Pratham, an NGO working for the welfare of children, which found that the child labour menace is not particular to any city, but spread across the state. Of the 100 samples which included dhabas, hotels, lodges, tea stalls, food stalls and entertainment centres, picked up from each of the five cities under survey, it found that there are 935 children who are engaged in such non-hazardous industries. The survey was conducted in Navsari, Ahmedabad, Surat, Vadodara and Rajkot. Many children come to Gujarat from Uttar Pradesh, Bihar, Rajasthan, Orissa and Andhra Pradesh to seek employment in various hazardous and non-hazardous industries.

The situation in Surat and Ahmedabad is worse, where there are maximum number of child labourers." There is lot of disparity, when it comes to implementing projects. While nine districts have been chosen for the Centre's National Child Labour Project (NCLP), a far larger number of children is employed in other parts of the state, where the scheme has not reached," says Chandrashekhar Deshmukh, project director of Pratham. "We have already held meetings with the members of trade unions, hotel associations and industries, where children are employed. The campaign will continue, even after the ban comes into force," says KO Shah, Vadodara labour officer.
